中国国家移民管理局星期四（11日）宣布，为吸引外籍高层次人才来华创新创业，外籍华人博士可申请在华永久居留。

     The National Immigration Administration of China announced on Thursday (11th) that in order to attract high-level foreign talents to innovate and start businesses in China, foreign Chinese doctors can apply for permanent residence in China.

       据每日经济新闻和香港01报道，中国国家移民管理局将根据2019年8月1日实施的12项移民出入境便利政策措施，具有博士学位、在中国境内工作的外籍华人，可向公安机关出入境管理部门申请在华永久居留，其外籍配偶和未成年子女可随同申请。政策将在全国范围内实施，无地域限制。

       According to the daily economic news and Hong Kong 01 reports, the National Immigration Administration of China will implement 12 immigration and entry-exit facilitation policies and measures implemented on August 1, 2019. Foreign Chinese with doctoral degrees and working in China can report to the public security organs. The immigration administration department applies for permanent residence in China, and their foreign spouses and minor children can apply together. The policy will be implemented nationwide without geographical restrictions.

​     申请者须提交工作单位，体检证明，博士学位证书，无犯罪记录证明，外籍华人证明等文件，其外籍配偶和未成年子女可随同申请。

     ​Applicants must submit work unit, medical certificate, doctoral degree certificate, certificate of no criminal record, certificate of foreign Chinese and other documents, and their foreign spouse and minor children can apply together.  

     为吸引更多的海外高层次人才和创新创业团队集聚北京，2016年，北京中关村先行先试外籍人才直申中国永久居留权政策。外籍华人博士可直接申请长期居留和永久居留，外国留学生可在中关村实习、兼职创业等20项出入境政策措施于2016年3月1日正式实施。

     In order to attract more overseas high-level talents and innovative and entrepreneurial teams to gather in Beijing, in 2016, Beijing Zhongguancun took the lead in applying the policy of direct application of Chinese permanent residency for foreign talents. Foreign Chinese doctors can directly apply for long-term residency and permanent residency, and 20 entry-exit policies and measures such as internships and part-time entrepreneurship for foreign students in Zhongguancun were officially implemented on March 1, 2016.

      近年各国为抢人才不断祭出各种新政，中国国家移民管理局此次发布新政，留住在中国境内工作的外籍华人博士。

     中关村是中国第一个国家自主创新示范区和第一个国家人才特区。当时推出专门针对外籍华人长期居留和永久居留的便利政策：在中关村创业的外籍华人不受60周岁年龄限制，可凭工作许可和雇主担保函件直接申请五年有效的工作类居留许可，也可凭创业计划直接申请五年有效的私人事务类居留许可。而上海推出的“聚英计划”也规定，具有博士学位的外籍华人可申请永久居留身份证。

     Zhongguancun is China's first national independent innovation demonstration zone and the first national talent zone. At that time, a convenient policy was introduced specifically for long-term residence and permanent residence of foreign Chinese: foreign Chinese who start businesses in Zhongguancun are not subject to the age limit of 60. They can directly apply for a work-type residence permit valid for five years with the work permit and the employer's guarantee letter. Entrepreneurship plans directly apply for a five-year residence permit for private affairs. The "Juying Program" launched by Shanghai also stipulates that foreign Chinese with a doctorate degree can apply for a permanent residence ID card.
